So how accurate is the speedo on a GPS, my old garmin speed read out is always higher than the speedo on my 1150GS

Extremely accurate.
There's something wrong if your bike speedo reads low.
Speedo's can read upto 10% high but they shouldn't read low at all.
How far out is it ?
If it's a lot, then you should get it fettled.

Its like a normal speedo in reverse, only the higher it goes the lower it reads.
About 31mph speedo reads 30 but at an indicated 70 GPS reads about 76.

I have been wondering if the speedo drive has been replaced with one from a different model.

The speed readout on your Garmin should be pretty much dead accurate when you're travelling in a straight line on a level road at a steady speed. However, a standard NMEA signal updates at a frequency of 1Hz so if you're speed changes considerably within a 1 second window, the GPS readout won't be up-to-date in real time.

I find myself driving and riding more - according to the digital speed readout on the GPS, these days.

Usually it is indicating around 5% lower than the car/bike speedo.

GS speedos are well known for reading low (certainly those on the 11xx anyway)
The solution used to be to fit the drive from the RT, which has different gearing and makes it far more accurate.

Thats what I was think, perhaps a previous owner has swapped the drive for a RT one. Wont know for sure untill next time I need to take the wheel off.
