GSA 1150 pannier rails

Hi All

New to the scene having just bought an 1150 GSA. Loving it loads. Pannier rails have me confused though. Standard GSA rails manual says they lock in the closed position ie without the pannier. One side stays closed by friction the other just flops back down. Have tried tightening the bolts to no avail. Any ideas other than strapping it shut?

From memory, there's a clip that keeps the base vertical.

Wow that was quick! I do have those catches but they only seem to engage when horizontal.

Sorry - ringed the wrong bit - directly above them is a plastic catch which rotates on the tube

I just use black cable ties.
