I did actually buy some but haven't got round to trying it yet, use the search and see what comes up.

I use Autosol on mine, making sure to rub in the direction of the grain, and changing the cloth frequently.
...then I've tried everything from baby oil, to ACF50, Autoglim Show Shine, and all sorts of polishes to finish it off......
....I'll be honest, none of them last very long before you have to repeat the process all over again....if I was pushed I'd say Autosol, then ACF50
I'd be interested if anyone has found the miracle cleaner too!

Clean or spangly shiny?
Clean Wash with soapy water, just like the rest of the bike and / or jet wash.
Spangly shiny Search as ever is you friend, with assorted salves, pastes and gloops all mentioned, several above*. There is somewhere a thread or two on how to cover them, Blue Peter style.
Keeping them clean, more often? Don't put them on the bike unless you really have to. Keep in garage / shed, maybe under a dust sheet. If there is little or nothing in them, but they are on your bike 24/7, you are catching bugs and grot whilst carrying air.

It's a typical alloy polish, gets the cloth well black e.t.c. but I can vouch for it's protection as water beads up and runs off like a waxed car, seems to seal the metal under a protective layer.
Not promoting the site, it was just the result of a quick google on meguiars metal polish.

Use this stuff http://www.chemicalguysuk.com/product_p/whegrd.htm as a barrier to corrosion and road grime and as a polish , it's better than using acf-50 as it doesnt attract all the crap , prevents pitting on alloy, i use it on my panniers on my wheels , car and bike , water beads of and grime can just be hosed off.
It leaves as fine surface barrier.
Smells nice too

The only thing I have found that works is AUTO GLYM clean wheels, I rub it in with my hands and wash of straight away.

Do any of these polishes get rid of scuffs/scratches from say where one may have accidently caught his boot on one when getting off and on the bike? 
If not could someone recommend anything? (And yes the thought of being more careful has crossed my mind
)

I'm trying Auto Balm to stop any corrosion. Seems like good stuff. Protects but doesn't scratch when put on.
To protect the top of the Panniers I have bought 2 sets of bumper protectors from Halfords. Between each protector is a piece of clear, self adhesive plastic.
