Yep, that’s what it looks like. Check that the two little pins don’t stick and aren’t corroded.

I've checked the pins Andy and they are both free of corrosion and move

I have a Garmin 340 that uses that mount. Check that the connector is in the right way up, there should be a tiny screw at the back that secures it to the mount in the right alignment.
