Help to remove/repair program

Running windows 7 and have a problem with Microsoft mouse and keyboard program keeps saying there is a fault with it, part of the file missing or damaged. Solution from Msoft is to reinstall the program but when I try it says “program already installed remove program to reinstall” but when I try and remove/uninstall the old program get message “can’t uninstall as program file missing or damaged” Catch 22.
Is there a way of removing the old program?

First stop you could try downloading the free version of Ccleaner http://www.piriform.com/ccleaner and using their tools > uninstall option to see if that works; then use the programs cleaner function and then registry clean up to tidy up any loose ends. Restart after you've done.

Tried the CCleaner but no luck still comes up with same, cannot uninstall etc.
Thanks for the info and any other suggestions. I can do a reset but dont have a back up disc for my downloaded garmin maps, Basecamp etc so would loose the lot. But may be last resort.
