I got a copy, assume it is a free download as it is a reader only.
Look under View, Read Aloud, and it gets going!

i use foxit reader and it doesn't

but foxit doesn't take a week and a half to open

You can also do it with the Opera web browser by highlighting any text you want it to read, then select view and then 'speak'.
