how do I tell if my 2nd hand iPad is unlocked?

I can use my iPhone's Orange sim card in it, but short of buying a different sim, is there a way of telling if it's unlocked?
and if so can I buy a sim card in another country to use in it?
I'm thinking of Spain, Morocco and France.

All ipads are unlocked if purchased outright as far as I know. There was in the early days the likes of orange doing them on contract, but if you bought it retail, usually you are offered the chioce of provider there and then.
