I make bearings for a living and the typical clearance is approx 0.0038 inches or just under 0.1mm of 'free play'

The clearance is amplified at the wheel rim hence the tolerance discussed. The 1200 FD also uses a weak design where almost all the wheel load goes through one large diameter bearing. The 1150 had a better design (similar to BL Mini 1000 front wheels) but didn't have the sexy hole through the axle.
