Following an article I read on this post:

On 20 October I called Oponeo on their UK freephone number and on speaking to a Polish Lady was advised to login to their shop and purchase the Heidenau K60 tyres online as she could not take payment over the phone.
I did so and was charged 157 pounds for two Heidanau tyres. Payment went through moneybookers.com
Immediately I paid I got an email back from Oponeo claiming that due to an IT issue the tyres would not be sent, and they would refund my money.
Today I had an email from moneybookers confirming that they had paid Oponeo 157pounds, and confirmed the money had been taken off my credit card.
Today, I have called Oponeo on their freephone number and this is now disconnected, and on calling moneybookers, they claim that Oponeo have sent them back a refund of 63 pounds and not 157 pounds and so they are not responsible for a refund to me of the balance.
It seems that if the merchant sends a partial refund back to moneybookers then they do not make up the balance of payment.
Can anyone advise what my legal rights are on this matter, as I would believe that as the merchant informed me after I paid that they would not be sending the goods (due to their IT problems) then I would not be liable for the transaction.
And it seems that because Oponeo do not take payments directly but through a 3rd party there is no comeback on them directly. On checking the ownership of their URL it appears they are based in Poland, and their Polish number also remains unanswered.
All in all having wasted a whole morning trying to resolve this issue:
Keep AWAY from OPONEO. They are more trouble than they are worth.
