Irrationality of insurance companies

The way that insurance works is sometimes beyond me.

2 years ago, Mrs Berin was stopped at a roundabout to give way to a fire engine with blues and two's - although that doesn't really matter since it was her give way anyway. Dozy woman behind on her phone crashed into the back of Mrs Berin's bike. Mrs Berin didn't fall off, the bike was rideable but the luggage racks were a bit bent. The car had some front end damage. No injuries, and the woman admitted liability.

The bike went into the garage for assessment, which meant taking off the damaged luggage rails, checking the frame wasn't bent etc etc, doing a test ride then fitting new luggage frames. The bill was £800, as no other damage was found.

2 years later this still isn't settled, and it's going to court. It's going to court not because liability is in dispute - the 3rd party insurer accept that their party was at fault, but because they are disputing the £800 bill! It's been back and forth between the insurers, been to mediation, had 2 sets of solicitors involved which must all have cost thousands.

How does this make any sense?
