From a car perspective the remaining fuel in the tank is so that there is a bit of capacity in the tank when it gets to Zero miles, if they didnt do this and Zero really was empty then it could conceivably stop when it got to 5 miles (for example), you’d be rightly pissed off if you were 2 miles from a garage when you ran out and the range said 5 miles - VAG put leave 7tr in the their 60 ish ltr tanks after the range gets to Zero for this exact reason.
Once we knew this a collegue would go 40 miles beyond Zero in his company Passat and never had a problem although I’d rather just fill and avoid the stress.
I guess thats BMW’s thinking also.
