KB photo reduction?

Using irfanview I never have problems re-sizing photographs but I can’t seem to reduce the KB on there or anywhere else. How do I reduce the KB on a picture?

My faith of 4 years ( well 6 really) on here is dwindling

I use this little free proggy to resize images, it cuts the Kb size down too.
