Lathe/shaft repair help or suggestions, Wilts.

Hi all,
Whenever I'm in need of advice on anything at all, UKGSer always seems to help!

I need some help with a shaft of mine. I reckon it's age, it just doesn't do what I want any more...

The shaft in question is a drive shart on a garden chipper I've just acquired. The pulley on it has been let to run loose and has badly damaged the shaft. See pics below.

I'll state here that I'm an electrical engineer, not a mechanical one, so appologies if I'm being stupid. I've had a think and I reckon my options are:

1. Weld up the damaged area then grind back to original size and shape.
2. Get shaft turned down to smaller diametre and fit smaller ID taperlock pulley, I reckon there's about 15-16mm of good metal left from the 19mm(3/4") shaft.
3. Get shaft turned down as above and weld on a sleeve.
4. Get shaft turned down and threaded to accept a threaded sleeve.

All of this is theoretical though as I don't have a lathe.

So, can some of you guys help me with the following:
1. Which, if any of my ideas above is best? Or what is better idea?
2. Can anyone reccomend somewhere around Wilts that could do the job?
3. How much is it likely to cost?

If it was mine I would use a sleeve welded to it. Before welding it I would also run 2 deep grooves with a grinder same to the sleeve and weld down the grooves. That way if when its put in a lathe the tube definately cant come off even if the weld if turned down.

Thats the method I used when welding safety latches on high pressure tankers and never had one fail.
