last time i went up the hill the red flag for MOD testing was up and i could hear lots of small and not-so-small arms fire in the distance. sounded impressive mind you.
i've been searching for a definitive answer if i can ride the paths as around the MOD exclusion zone is a byway and it loks like a pretty decent path

You'll probably want to look at a recent version of OS Explorer 130 - in various places the "pretty decent path" is not actually the Byway, but the "Permissive" road.

Looking West(ish) from your link...

The "decent path" is permissive so you can use that.
The Byway is approx 10 metres to the right of that on the grass and runs alongside the permissive track for some while before eventualy joining up with it.
The "tank track" to the left (with the double set of tracks with grass growing down the centre) is not legal to use - if you decide to try it out, beware that several of the "puddles" may be much, much deeper than you think.

Looking East(ish) from your link...

The "decent path" is permissive, further South/East it gets jumbled up with byways - generally speaking if you keep to the "widest" and "most decent" track that will be the permissive one.
