Just saying that Verns panniers never leaked.

I had exactly the same problem when we had to abandon the bikes due to heavy snow in Belgium for 36 hours. Top box was fine, left side fine, but exhaust side box had about 3 inches of water in it. Luckily I had my tools and battery booster in a OEM pannier bag and a pair of trainers sat on top of the bag in a waterproof roll bag which kept everything dry. There were no signs of the lid not fitting properly and it remains a mystery to me. Had these cases for 6 years and it’s the first and only time any leaked.
