Leaky system pannier

I have just bought a second hand pair of system panniers and one of them appears to be leaking. Well actually it is.

I have had a look on the on line parts service and cannot see the rubber seal listed as a seperate part. So does anybody know if it is available?

I am assuming that is the culprit but I can't see any other obvious problem.
