Hmmm, diplomatically put. The updates include all patches prior so you can skip as many updates that you wish. Effectively the install application re-installs Mapsource.
Mapsource is the software which sits on the PC and allows you to view and route plan. It is currently at Version 5.3.
The GPS unit has its own software and for the Streetpilot III this currently runs at version 2.50
City Navigator etc is a collection of digitised maps etc which are used as source data by both Mapsource and the Software resident in the GPS unit. The version will vary according to the date you purchased your GPS unit. I have an older version and am currently running City Navigator Europe 4.20 with Data Version 2.0. The latest version is 5.0 (only purchasable in Europe with a new GPS unit).
Data is transferred from the Mapsource program to the GPS unit using Garmin's own proprietry data format structures - one of which is PCX5.
Other than formatting and translating the data for transfer there is no relationship or dependancy between the software in the GPS unit and the software in the PC.... However, there is a relationship between the digitised map data and the software you run on each unit. The Map Data will advise which version of software you need to run as a minimum.
... some of the data structures included in the mapping product (Europe City Navigator V4 etc) may require the latest verion or a recent version of the Mapsource Software and GPS Software to work correctly.....
Once installed you do not need to change or upgrade your Mapsource or GPS unit software unless you wish to avoid some of the bugs (features) in the current software or you have upgarded your map data and it is no longer compatible with your current software.....
The Garmin Software Update pages for the software provide a listing of all fixes that have been applied.
Personally, I always upgrade but that is my nature. I do the same with XP and other operating systems/applications/database etc. I never like to be too far behind in case I am faced with a problem on the road which could have been avoided by staying current....
..but that is my choice, you can stay where you are if you are happy and only upgrade when you actually need a fix to a problem which affects you....
