If the original setting is lost then Rob Lentini's zero-zero method works ok. Failing that, you can reverse engineer it by setting both airscrews the same and then balancing on the throttle stops. Setting the tps voltage and getting the cables adjusted correctly is the critical part here.
 
You're doing it wrong.
Its not about mechanical measurements, its about balance and fuel / air mixture.

Theres lots of info about this everywhere.

Rob Lentini's procedure (which has a bad error) is a last resort but works, if you amend it to zero=250, which means at zero degrees throttle set the TPS to 250 millivolts and then rotate the throttle open to 350 mV by adjusting the throttle stop screw.
