Melting Panniers

Couple of weeks ago I upgraded from a 2000 GS to a 2002 GS Adventure with the plastic system luggage.

I've ridden about with them on and noticed that one pannier has been touching the exhaust and has partially melted. So I've packed out the left hand foot rest with some washers as well as the exhaust.

So now I've got about 20mm clearence. Will this be enough? Is there anything else I can do? or you could recommend, please?
 
I think that`ll be enough clearance....

I`m not sure of the gap when my System panniers are on my 1100`s but they`re fairly snug,and I`ve done several 3,000 - 4,000 mile trips - sometimes two up when there`s minimal airflow around the silencer - and not had any problems.
That`s with Remus exhausts fitted,too.
 
20 mm is probably enough, but I'd add the OE heat shield as well, belt and braces etc, etc.
