I think its the import tax rather than shipping which is the issue although I did see somewhere that one site (Louis?) refunded the fees if they were charged
Louis are vat register, you pay an import tax though.

I bought some stuff from louis moto .de last November. Their web page said all import duties paid.
My order was a couple hundred pound. Got snagged on import and had to pay the £60.
Got in touch with louis, sent them the documentation and they refunded me the fees.
They were good.

Bear in mind that if you have to send anything back it will cost more and you’ll likely have to pay VAT and the carrier charge (now usually £15) on any replacement.
Just been caught again with stuff from Louis, value of goods are under £135 (£89) and I have the customs declaration from Louis that UK VAT has been payed.
It is the second time that Parcel Force has with held goods stating that Customs Duties , UK VAT and of course an admin fee is payable due to value of goods being over the allowed limit , last time they tried to stiff me for the Customs duties , VAT and an £18 admin fee on items valued at £105.
Will wait and see what happens on Monday but as far as I am concerned they are not getting any money and can return them to Germany and I will claim a refund from Louis.

Robbing feckers, I had the same with PF, ended up having to pay their admin but got the rest back.

What about the uneven playing field for the chinky tat that comes in through Aliexpress, and the like? - no fees on that stuff.

That said, buying Chinese tat, remains very popular on these pages, so I doubt anything will change in the short to medium term. Of course HMG could impose tarrifs, à la the nutter in the Whitehouse……

Brexit, when buying from the EU (and selling into the EU) has everything to do with it. To suggest otherwise, is to deny the glaringly obvious. That some couriers and / or sellers are misapplying the regulations that came into play when UK plc separated itself from our largest and nearest trading partner, is another matter entirely.

And you’re missing the point, again, there, I’m afraid.
Thing is there should not be an admin fee as the parcel is below the excise duty threshold, VAT has been paid to the UK at source so there is no need for any imput from their admin.
Appears they are deliberately claiming import duty and VAT are owing in order to generate an admin fee which is non refundable even though it should not be charged in the first place.

It goes both ways, I bought some heated grips from Ultimate Addons, big mistake, got stung for 40 euros by customs even though I’d already paid the VAT in UK. Made them some expensive grips

Will speak to Louis ask if they should consider another UK based parcel company
