It's an Italian brand that makes some motorbike/scooter related stuff. Like Tucano Urbano, etc.
For that reason those are generally available mostly on the European side. I bought mine while I was in Italy a few years ago. But I've seen them appearing on eBay from time to time.

Bear in mind there is two sizes. This was designed for the Italian Telepass blipper, and original telepass are "fatter"

I keep mine as in the pictures above, just behind the screen.
Traveled in massive downpours, never had an issue.

Thanks er-minio,I had mine on the screen on my RT as it never had the raised bar like the GS,worked OK but always worried it would blow off(I did have some fishing line wrapped round the mount)
Yep. I can confirm is super stable and doesn't move an inch. Tested at top speeds, offroading, and all.

Just returning from a week in the Italian Alps by car (thank you vertigo 
) with my wife driving, and using the ULYS Premium blipper thingy that’s normally on the bike. It worked perfectly as expected, but what really surprised me was the huge queues of French registered vehicles waiting in line at the ‘pay’ booths, have they not heard of these things or are they so strapped for £3 a month that they are happy to sit there? Bewildering…
I’ve been using the ULYS base model for several years, but recently upgraded to the Premium because of the various advantages that an extra 50 cents a month that it offers. I accept these are obviously designed with a car in mind but some of it would still be useful on the bike.
The normal stuff of the ‘can be used in France/Italy/Spain/Portugal, and have reserved toll lanes, pass through at up to 30km/h and no more queueing at the tolls, and the fees will be automatically debited from your bank account and you are free to terminate your contract at any time’ is there, but for the extra 40p a month (when using) there’s also the benefits below -
1) In the event of a breakdown or a flat tyre on the French motorway network, repair and/or replacement fees of up to 1,500€ are covered for mechanical breakdowns and up to 500€ in the event of a flat tyre.
2) In the event of an accident, the toll or taxi fees incurred to exit the motorway shall be reimbursed (toll fees of up to 100€ shall be covered).
A bit of a no-brainer to me.

Where do you put yours? I bought something off ebay to strap it next to my Carpuride but thinking I might put it on my arm so I can take it off the bike at night.

The blipper pass thing will work, stuck / hung on the front of the bike. In a tank bag, in a jacket pocket. In a trouser pocket or strapped to your boot. Put it wherever you feel most comfortable.
Mines a Fulli. Never had a standing charge in the 12 years I've had it.
