This is a nice neck warmer. Unfortunately it doesn't meet your ciriteria of not restricting movement
So you'll have to make do with the next best thing - I have a Cold Killers neck warmer made from a fabric called Singtex. They come in different sizes depending on what you want to cover (neck/shoulders/head). I've always used a Buff (fnaaar fnaar). Winter and summer. Because they're thin there's no movement restriction, and I've always found it warm enough in the winter.
Available at almost every dealer in the country.....
Can recommend the Cold Killer stuff, I used their HotHood last winter and it was magic. Kind of a balaclava with an extended neck thingy, did the bizz. Makes you look like a bit of a dick, but hey, yer lid & jacket covers it most of the time

its just a stretchy tube of lightweight material about 8"x11"?.
seriously - they work, no discomfort, no hinderance to movement, easily washed and still warm and draughtproof when wet.
since i discovered these things i've never gone back to wearing a scarf or bandana or anything.
