New Panniers

Recently bought new Aluminum panniers & locks for my GSA from the BMW online store, £620 Delivered. Coded & fitted locks all no problem. When i offered them up to the racks on the bike the claw locking mechanism engages but wont close fully allowing them to be securely locked to the bike. Is there a way of adjusting this mechanism? I only need a couple more mm's & it will close but if apply any more pressure something will break.

It's a dished washer that has to be pushed hard to lock it in place
