My 1250 GSA Rallye has no balancing weights at all on either of its wire wheels (fitted with A41’s). How the heck do they balance them at the factory?
Perhaps they didn't need any. The handbook lists the out of balance tolerances. It's something like 40g for the rear wheel, less for the front.
They put more air in the heavier side.
The air might distubtite itself around to the lighter side as the centrifugal forces increase the faster you go. JJH

How do you know what it says in a 1250 GSA handbook??

They'd more likely have used nitrogen on the one side, as this is heavier than air.
I have almost always replaced my own motorcycle rubber. Never balance them ever. Never had a problem. JJH
