numbers on side stand foot - date stamp?

I looked at a 1997 1100GS and it had '48 97' stamped on the side stand foot.

I saw a 2003 1150GS which had '28 3' in the same place.

Are the final digits a date of manufacture stamp (1997 and 2003)?
Anyone know what the other number means?

I thought they were the "Best Before" dates.......unlike those on wine, which never seems to get to its "Best After"date.
