Plastic pipe... probably sewer or similar size..(dont know nwhat diameter til I measure my tent packed up). will post pics if and when I get my arse in gear to construct it.

I used to use an old military artillery shell carrier during my 4x4 days, they have a rubber ring round the inside of the twist off lid with a couple of tags for wire locking. The tubes were in the reagion of 2 feet longish and maybe 5 or 6 inches diameter if memory serves. Shouldn't be any wider than the pannier, I think?
 
Ride magazine this month has news of Pacsafe motorcycle range. The one pictured in the mag has the following description "....Its a kit bag that will store a pair of leathers and a lid to be locked to your bike. Wires around the outside mean it can't easily be cut into and the bag itself is waterproof. It rolls up into a pouch that straps to you bike when you're riding..." £57.

I picked up the RIDE mag the other day and saw my idea in there.Not quite the same as what i was thinking but very similar.
 
I carry all my camping gear in an Ortleib bag.

Let's face it, it really only needs to be secure enough to prevent a quick and easy release by some opportunist scrote.

My solution is a Python (Master Locks) cycle-lock cable. It's a steel cable coated in PVC. The cable passes through a lock that only allows the cable to be drawn tighter.

It goes around my Ortleib, through the handles, and through the rack and grab-handle.

Once in place you just lock it then pull the cable through until it's really tight.

It could be cut with croppers or a hacksaw but then the bag could be slashed open with a blade if someone is determined enough!
