Pannier bags?

I have a set of 3 pannier bags, I assumed they were to line the inside of the two panniers and top box, but they don't fit my top box. Are they only for strapping to the outsides of the panniers?

Forgot to add, there is a label inside the bags saying what they fit, cos all three boxes are different sizes

Thanks, so they only fit on top of the panniers as extra capacity, not inside to act as a lift out bag?

They should go inside Bear. Check they are the right bags for the panniers. If you bought them as a set, one should be a different size to fit the top box.

The thinner of the two pannier bags goes into the L/H pannier....and the larger one goes inside the R/H pannier. Just in case you were wondering....
