Pannier internal straps

When I got my RT a few months ago I had two bits of webbing straps in the panniers obviously to hold pannier bags in place. As all the bits weren't there I looked at some other bikes at the dealers they had two elastic straps top and bottom with a clip to hold them together. When I looked in my panniers one of the clips (top rear on both sides) is broken. If I got replacement straps from the dealer would riveting using thin washers either side be ok ok to hold that one end of the strap.

Given that there shouldn't be much load on the straps, the answer is yes.
