Pannier lock waffer swap?

Hi, just bought some vario panniers off eBay and i guess they must be at least 3rd hand as i went to recode the locks there were only 3 in there. Anyway i can only seem to use 1 of the waffers for my key and i have a couple of #2's and #3's if someone would like to swap them for some other number, we could both improve our security.

p.s anybody know the range of waffers (1 to ?).

They are similar but not the same.
Not interchangeable.
