So, I was taking the lid off one of my panniers the other day and the lock barrel came right out.
I know this is a known problem and I did ask the dealer on delivery day if they had installed them correctly but obviously not.
Having found one loose I then went around all 8 locks and removed them all.
What I found is a little disconcerting to me.
All the barrels are missing the last wafer furthest from the key body, effectively turning a 7 lever lock into a six lever one.
Two of the three locks that hold the panniers/top box onto the frames are missing two wafers per lock.
The third one has had one of the wafers filed down so much that even when inserting the key, the wafer never pops up above the barrel surface level.
Some of the missing wafer positions still have the tiny springs in place (held in by grease) some are missing (presumed either lost or jammed up inside the lock somewhere)
Of the other five, I have found three of them have one wafer that is not fully flush with the barrel when the key is inserted and one that has two not flush.
This leaves a tiny sharp edged wafer end poking up.
Now when the METAL lock barrel is inserted into the PLASTIC lock body, this wafer end shaves a groove into the plastic as it is turned (giving the stiff lock feel that others have been seeing, until the groove is fully formed and it no longer chafes)
Of the four with a wafer sticking up, ALL have the last one nearest the key body raised, I believe this is what is causing the barrels not to lock into place, it either just won't allow the barrel to get far enough in (pushes against the end of the lock grooves) or it has been forced on assembly and just enough plastic has been mashed up to appear to hold the barrel in place but it's not allowed the last locking wafer to get fully extended.
Looking at the locks with the barrels removed, I can see shaving of plastic everywhere, the gnarled up edges and ends of the plastic lock are easily identified, some of the bits are embedded in the barrel working as well.
I shall be calling the dealer in the morning.
I suggest everyone else does a check to see what state your locks are in ASAP, I'd be interested in hearing of any other common faults found (especially the missing wafers on the frame locks, I can't fathom why they singled these out to have less wafers)

Assembled mine myself I've not had a problem, I try and do as much as I can myself within reason saves cost and I know it's done right

Grim, you've posted this in the WC section .... the dealer told me that for the WC the locks needed to be ordered from BMW, not the same as the pre-WC system of swapping wafers?
For the pre-WC, I can't be sure about the ally case locks but certainly on the Varios the last wafer away from the key should not be fitted otherwise the lock will not seat fully and will easily pop out. Also IIRC, if there's a wafer fitted in this position it prevents the key from entering fully, the result being that some of the wafers stick out slightly, or rather appear to be part way between two wafer types ... which may explain the filing down? It sounds as though somebody may have coded the locks without fully knowing what they were doing.
There's a sprung wafer right at the end that is not part of the interchangeable set which retains the barrel.
 
This is on a 2015 WC delivered in October.
The filed down wafer is in slot 5 (from the key entry end) this was on the top box mounting position.
The fact that every barrel is missing one wafer at slot 7 may be the norm, I've not disassembled and remade with one filling this slot to check.
I too think these lock barrels came ready made,and the crimps holding the face plate on appear to have been made only once suggesting they have not been remade, which makes the filed down one even more inexplicable, and the quality control standards sadly lacking, but still, why only three wafers on the other two?and why put these in the frame lock positions? That makes the panniers more likely to fall off or easier to remove by force IMO.
You might say they don't need all six wafers for the locks to function, but I can't see why they would deliberately make them with less.
I'm not including the retaining wafer, that appears to be fine in all the barrels.
 
At least you can get yours unlocked from the frame !
Mine was so bad the locks would not disengage from the frame and the loss just came out as a unit
I had to make sure the retaining wafer went fully into position which was a pain

Update:
Lock barrels and Sat Nav car kit came back in the post yesterday, they have repaired my barrels (the marks I put on them are still there) and all are now correct, 6 wafers in each, no filed down ones and all level with the barrel with the key in.
Should be fine when reinstalled.
