Mine are a bit awkward sometimes. Try pushing the lid upwards from below as you close it.

I always stop and try to ascertain what is jamming to prevent the closure, and my hypothesis is a slight interference between the inside lip and the wall inside which it sits. Another possibility which just struck me is that it might be the strings getting in the way. Hmmm, I will have to check that.
In any circumstances, I've never had it be a persistent problem beyond a few attempts. Packing the panniers on the lounge floor the other night, one of them wouldn't shut - so I opened it up, emptied it, checked for foreign objects blocking the path of the lid, stood it vertical and it shut happily. Repacked and it worked fine.
I am classing it as a minor niggle until I work out what is going on - certainly they are still a step up on *some* of the bike luggage I've used.

ps: one issue that *does* exist is that the rubber feet on the right-hand pannier do try to drop off, especially if scuffed on carpet (!) as you let go the pannier.
I removed them and replaced them (surgical tweezers or slender needle-nose pliers useful) after backing them with double-sided carpet tape. Short of doing something daft, I don't think they are going anywhere, now.

I have also have an issue with my BMW luggage. When I got back from collecting the bike yesterday and removed the panniers, I discovered that the centre bolt on both sides was loose so I tightened the locknut and tried to refit panniers to check fitment. Guess what they wouldn't latch on so I then adjusted the bolt till they did latch. I then discovered that the front rubber pads were not touching the mtg frame, so back to adjusting centre bolt. Hooks seem to be fully engaged but with pads touching frame I could not operate centre latch. Am I going about this cackhanded. I have reached a compromised pos'n but front pads still not touching. Any clues?

I have had numerous problems with mine.
On a loaner bike the following happend on one trip:
After 200km's and arrival to the camp cabin I discovered a lock was missing from the left hand bag. It had vibrated loose and off the bag.
Since I didn't buy the inner bags I thought I just could release the bags from the bike and bring them in to the cabin. Well, since the bolt have vibrated loose I could only remove the bags using a lot of force. This caused one of the bags locking system to break. With the supplied BMW tools I was unable to take apart the bag on location so I had to tie the bag back on the bike to manage to get home.
At home I took the bag apart and managed to fix it myself.
Next trip, this time on my own bike, worked out pretty ok during travelling the 600km's up into Norway. While I was there I was riding arround without the bags mounted for a couple of days. Guess what, both bolts where off the bike when it was time to go home.
Time for some straps again.
After I came home I visitted my dealer. HE ordered new bolts, but they came without the locking nut. After 5 weeks waiting BMW Sweden came to the conclusion that the lock nut was unecessary and that loctite should be used instead.
I haven't been using the bags since, I have the locking bolts laying arround and some locktite.
Next time it will be Jesse bags or whatever, no BMW bags.
