PC blocker/Breath Tester required

Is it possible to get a breather tester linked into your PC so that you can only post messages/send emails once you have confirmed that you are fit to do so (i.e. not under the influence)?
Same applies to buying things on Ebay etc.

Got to be worth a small fortune surely?

i've just got a Virgin PAYG sim card.

they have whats called 'restraint' numbers.

you dial 333 then the number - it won't then let you dial it when you're pssed. ( ex, boss,bmw showroom etc ) until you manually clear it.

sems like a similar sort of thing could be easily done on a PC
