Q plate info ?

Hi Folks , As in previous post not GS I know, but expertize needed !

In need of hopefully some expert help !

Just recently I have purchased an BMW motorbike which
was salvaged from the Napoli which sank in Devon waters two years ago.

The bike has been granted total ownership to the finder and I have purchased the bike, problem is BMW
have been paid out for the loss and washed their hands of the consignment.
I took the bike for MSVA test which only failed on KPH speeedometer and rear indicators ( too close ) then two days later email from test engineer at VOSA they will not allow retest untill we have conformation from BMW to state year of manufacture, which at the moment they are refusing to supply !!

My question is how can I change any part of the bike
to go down the Q plate route as this bike is brand
new but two years old.

Year related plate does not bother me as all I wish to do is get the bike on the road, I wish to apply
to DVLA on a Q plate basis for a new chassis no,any one done this before ?

I'm maybe a bit thick but are you asking what you'd need to do to the bike to make it a Q-Mark candidate by altering it?
 
Did you speak with a dealer or BMW direct?

I found the factory email contact very helpful when I applied for the CoC European Certificate of Conformity.

Send them the VIN number of the bike and ask for a CoC. The one page contains all the details of YOUR bike.
If however the bike on the Devon had been on its way to a Non EU country, they might not be able vertify that the bike has been build to EU standard, hence their reluctance to supply the CoC (Just a thought that occured while writing this..)
 
Expensive alternative might be to buy a seconhand frame & V5 from a salvaged bike and change the numbers over.... :augie

I think the company (bmw) stance on any of these marine salvage vehicles is to keep them at arms length, in other words they want nothing to do with them and will not help in any way.

You want to avoid a "Q" plate, they're hard to insure and if you do find insurance it'll cost more than a normal bike.

Buy a second hand frame that comes with a reg doc/registration. And keep all the paperwork for future reference, because you may need it.

It certainly is a strange scenario with this bike, on one hand I thought it was

going to fly through the MSVA test then suddenly my vin no had an alert on

it and "Napoli" cargo lit up at VOSA and DVLA, so thanks Stepto for the

advice but I knew when I purchased the bike it was going to be hard graft to

get it legal but yes exspensive insurance on Q plate but it may be my only

route or scrap frame etc, will have to wait and see.

The Maritime coastguard agency are trying for us to get this resolved but it

could take weeks months or who knows :blast

look around, i got Q plate ins for roughly the same price (bikesure i think )
Q plates are now usually only for "kit" stuff nowadays
 
Mack, in a former life, I used to deal with the DVLA both nationally and locally, plus I used to be involved in the inspection of vehicles for the police and DVLA.

I know that some people have no problems owning a Q plated vehicle, particularly those who have built it themselves.

Your problems will come with selling it on someday and the insurance aspect. Insurers have a point; the whole purpose of Q Marks is that they are vehicles of indeterminate age or provenance and that makes them difficult to value for an insurer.

Have you been in contact with the Truro VRO? They will tell you what you actually need to register the bike. VOSA will do the inspection but they are not the best ones to advise you about the registration.

The problem you may have is that this bike is not a pre-owned, personal import but will be treated as a new vehicle. You need to be aware that there may be an Excise duty that is payable. Unless of course all that has been waived by the Receiver of Wrecks.

I'm glad you're here for info, talking to another fellow who is in the same position ( well he is selling as he rescued the bike) he has told me that
the excise duty has been paid so that side of it seems okay.

I have'nt actually spoken to Truro DVLA yet, my intention was to get an MSVA certificate and take it from there.
Can you tell me what the VRO stands for ? as any route will be better than the one I am currently following.

Vehicle Registration Office, used to be known as LVLO, LVRO. It's the local DVLA office, should be under DVLA in the phone book.

They are the best place to start. They may send out someone to inspect the bike or refer it to the police (in which case it should be Stuart Wood, from Camborne who will deal).

You could try ringing Stuart, phone in on the main D&C switchboard number and ask for Camborne VIU (Vehicle Investigation Unit). He will be more up-to-speed with the current practices than I am these days.
