Brand new unused still with tags. I bought these for a Euro trip I was doing but ended up using my hard panniers then forgot about them and now can't return them.

Hi. Is this a set of 2 bags or 3 bags? And do you need a rack or anything to mount them to your bike?

It comprises 2 bags, so one either side and they connect via velcro to create a pad across the rear seat. There are then side straps that can connect them to the frame or rear footrest plate to secure them in place.
All very adjustable to make them a universal fit
