I'd seen feet fitted to Shapeshifter's Metal Mules at the Hogroast and thought it was a good idea as it protected the edges and seams of the panniers if using them as garden furniture when the neighbours popped over for an aperitif before dinner so decided to look at some options for my Hepcos.
Thanks to a trip to that store of wonders B and Q and a bit of drilling and screwing I now have what I think is a solution.
Picked up 8 black rubber doorstops (available in packs of 2), 8 prepacked 6mm flat headed bolts 20mm long complete with nuts and a pack of 30mm wide flat washers with 6mm centres.
The nuts fit snuggly inside the doorstops and don't turn when tightened, the flat washers are the same size as the bottom of the doorstops and distribute the loading nicely. When tightened the rubber should prevent any leaks but I went with some silicon under the washers as a backup.
Total cost about £8 and fitting took about 30 minutes.
