Leighton is a bit better off, but I guess doesn't have the population usage of Scar House

You may be thinking of Thrusscross reservoir in the Washburn valley. The village of West End was flooded here & remains can been seen when the water level is extremely low.

Many/most reservoirs have some abandoned buildings/churches in them. It was the nature of the land they were built on...valleys with streams/rivers, so a water supply meant some form of habitation was pretty much inevitable.
