gain it or lose it ..
....Scottish government refused to pay £7m to HM Revenue and Customs for an IT upgrade, meaning the ability to use the Scottish Variable Rate had lapsed.
....... the powers had already lapsed before the SNP came to power in 2007, ............expressed concern about paying a large bill during tough financial times in relation to an unused power.
So what are they going to have to pay to get the system up-to speed now ?
Scottish First Minister Alex Salmond welcomed the prospect of new devolved justice powers - but argued Scots wanted far greater financial responsibility, like full fiscal autonomy.
I do like Alex Salmond but on this subject I do believe he hasn't got a clue on what the populous want, the guy lives in a fantasy world,
Scotland's voting population 4,032,000 (ish)
51% of Scotland's voting population voted in the Scottish 2007 elections
Thats 2,016,000 (ish) voting of that
the SNP got 32% thats 651,000 (ish) of the population
so thats 16% of the population voted for the SNP hardly a over whelming mandate to say such statements as "the Scots what full fiscal autonomy"

If they changed NSL then those signs are already there...
No need to change a single one.
