Seat catch / lock question

I've recently bought myself a little R100GS, of 1989 vintage.
I noticed that the seat catch wasn't catching so without further ado in a moment of sheer extravagance I simply went out a bought a brand new catch / lock piece.
But the new lock doesn't catch or lock either.
So it's a case of either -
1. Adjust the position of the lock. There's only a small amount of adjustment here really and I've adjusted both ways but with no success.
2. Adjust where the tang (unsure if that is what it's called) on the seat sits.
Again only a small amount of adjustment but having the tang fully out or fully in makes no difference.
3. Strap the back of the seat down on the pannier frames.
4. They all do that Sir, but it won't go anywhere so just sit on it and ride it.
Hints and tips appreciated.

You don't say how far out it is...

you could try unscrewing the two screws on the seat latch and turning it round so the latch is toward the back of the seat, should give you another few cm's

I think I have tried every combination of positions I can get the lock and the tang to go and the seat does seem to push down into the lock but doesn't actually click into place.

Take the latch off the seat and see if you can get the latch to work on the lock. If it doe's you have an alignment problem. It you take some referance dimensions, this give you clue how far out it is and which way.
Or take the lock off and fit to latch and offer seat up?

It only needs to slightly out.

my one is a bit broken after it was forced so i just bent the pin on the seat so it will close but the lock does not work any more. ]

I had problem with new lock plates too. The spring pushing the catch isn't very strong.

As cobster says - try the catch off the seat. and check it goes in ok - it probably will though

Then make sure the edges all around the new catch plate hole are smooth, even bevel them a little bit slightly to assist the catch.

Check that the bottom edge of the catch plate isn't too long, which means it can't go far enough into the lock for the catch to be able to slide across.

I followed the hints and tips above and got there in the end.
I'm sure it was only marginally out and the main culprit was similar to pete.keys suggestion - the base plate screws were stopping the catch plate going far enough into the lock.
But it's as good as gold now.
