Security bolts

Can anyone tell me if there is a special tool to install those M8 security bolts that hold on the ignition housing to the top yoke?
I was told that a large flat head screwdriver would do the trick but I cant get it to work......

Very simple remedy -

When you order the bolts, order three.

Put a nut onto one of them, then use it upside down, head against head to tighten the two holding the ignition in place. Then use a socket on the nut to fully tighten.
