This is new, not been used and locks to any Shad rack. Has the two keys, unused shoulder strap and rain cover and included the Molle Shad Bottle holders on each side.
Basically if you have a Shad rack, then this will lock to the rack in place of a top box. It locks to the Shad plate and the zip has holes for a padlock, with Molle sections on the lid.
