IMO they are useful for preventing cosmetic damage when the bike falls over or spills at slow speed. I think it unlikely the frame would be damaged in this situation.
At higher speed of course it's a lottery and the bars might make things worse - but here you may be looking at an insurance claim in any case - I wouldn't be without them.
