Subframe mounting point

Just noticed on my challenge, where the rear subframe mounts to the main frame at the bottom on the near side it seems to be a loose fit, the bolt is tight but the fit is not tight, as if there is supposed to be a shim fitted between the fork of the subframe and the main frame??

Just looked on Realoem and it shows a wave washer, my wave washer is fitted to the bolt as per a normal washer, should it be between the forks of the subframe?

Has the bike been run with the bolt loose? It could be that the aluminium inside the holes has worn, giving a sloppy fit for the bolt?

Mine is nice and snug, but i have put a longer bolt through with a nylock nut on the back to make sure it doesn't work loose again.
