I think I can re-create this on my bike, using cruise control in 3rd at 3500 rpm. i get a noticeable but gentle pulsing surge. i suspect its just a characteristic of the engine, and wouldn't worry too much about it. i get a much more radical surge when the bike hits 6000rpm and I twist the throttle to its stops.
