my bike is a bmw f700gs and ive installed the hawk fog lights as per instructions but once i start the bike and turn on the lights they blow the fuse on the positive line coming from battery, all connections are intact and secure, it is a new bike , would there be another reason why its doing this.
 
Double and triple check everything - fuses generally blow like that because of a short somewhere so make sure there are not nicks in the cabling and that all the connectors are the correct polarity.

The diagram doesn't look that complicated so assuming all the above checks out, the weak spot might be connection 7 - double check this is definitely connected to a positive source when the ignition is on.

If that all checks out, try disconnecting one of the lights and then the other in case there's a fault with either of those. If neither of these are the issue then the only thing left is the relay itself. This will most likely be fairly generic so you should be able to take it along to your local auto factor and get a new one.
 
It's really easy for the lamp cable to press against the spot light housing and short out, I ended up putting glass silica over sleeve on the bulb +cable and that cured the problem. As above check everything twice over.

yep took the lights apart one at a time and it was indeed one of the leads exposed inside the housing that caused the short
