t/shock d/shaft oil level?

Have a 1981 R65 Twinshock. Have done as Haynes manual says,drain oil from shaft, put 150cc in(shows 2mm on inserted rod) ,take for run to warm up .Then put rod in filler hole again on top of shaft and oil should be 2mm up rod,but it is way below shaft top .Is this correct way ?.Have drained/filled/run several times but level below shaft still .

Perhaps when you initially fill it up to the 2mm on the rod...turn the road wheel a few times by hand, the oil level will settle a tad lower, then top up.
