Tank Bag fitting

After picking my 09 bike up last Thursday and getting home and finding the headlight shattered by a stone I decided to play around with the tank bag that the guy gave me with the bike, (seeing as the front end is in bits whilst I wait for a new light).
It's fairly obvious that the front hooks in under the flange at underneath the steering and I can see the bracket with the zip screws to the base of the tank, but there is a bit of Velcro, any ideas what to do with that? (nothing rude please!) Is it needed the bag seems pretty secure!

If I recolect the velcro is to stick on to the tank where the zip bit is to hold it firm for when the bag is not attached
 
With mine, and from memory, the rear bracket is hooked up under the bottom of the plastic tank cover. The Velcro prevents the bracket from falling down and off when the tank bag is not fitted.
 
There's a couple of screws underneath the front of the riders seat. The metal piece that the Velcro/ zip are attached to screw in there.:thumb
