There are lots of tank pads online, some dedicated for the R Nine, but none i can see like that

Looks like it's a normal "Domed Resin Warning Label Datatag Sticker," placed on top of a BMW Motorrad tank pad.

I doubt if they will sell them without full package, it kinda defeats the purpose of having a datatag system fitted.
Might as well just put on your bike a Warning Sticker saying, " Biting DOG Attached"
although doubt thieving scrotes are that daft!, but you never know.Just so it’s clear I’m aware the data tag sticker is stuck on top but I’m not interested in that, just the tank pad.
