Bought one of these from Lakeland a few weeks back and used it for the first time yesterday. Cost about 25 quid I think and it's more or less a big electric toothbrush. There's a range of different brush heads also available. Works a treat for cleaning wheels, forks etc.

Works a treat for scrubbing up fastenings with a bit of ACF

Didn't pay 25 though, more like a tenner with extra brush heads

Would it remove bits of surface rust on bolts, etc. or what would be best for that?
And what would be best to coat the bolts with once rust removed? ACF or WD40?

i got small little wire brushes that fit onto the drill, about the size of the top of your thumb

once its rusted it either complete strip back to bare metal and repaint or use a rust killer or buy new bolts.

it will not remoce rust from bolts its just a large electric toothbrush

Make sure you order some spare refills to go with it, though - it's such a useful
tool, you won't want to be stuck without a spare.
