Top box prized open at work

There was nothing in it, I'm not daft (at least on this occasion) but is there anything I can do to make them more secure? Can you get metal replacement hinges and locks or a simpler padlock stylee lock instead while not compromising water tightness?
 
If there's nothing in it - leave it unlocked or even open, lid just resting on the box... I always have. It's probably been peered into by lowlife - I don't know, but I do know the lock or latch has never been forced.

There are countless hing and Latch makers , but to suit ?.

It's the original adventure panniers. Came with the bike when I got it second hand. The plastic locks and hinges (one of which broke when the lid flipped open in the wind, 40 quid thanks very much) are nigh on useless. In fact, I'm almost certain the lock wasn't designed as a lock but just something to keep the lid shut. I'm not too concerned, it's just when I'm travelling I'd like to be able to leave the bike for just 5 minutes without worrying someone's going to be buggering off with my stuff.

To add insult to injury, we've got security guards and CCTV on the car park. I can look out the office on an almost daily basis and see the kids trying the door handles of cars and peering in through the windows.
 
I have now thread a cable type lock through the eyes on the top box and around the rack, which is just the right length so when locked it is very secure, so one they can't open the box, and two they can't nick it off the rack and open later.

They could of course cut through the cable, but hopefully not.
