I want to be able to carry some light bags on top of the BMW side panniers.

Like this.

I didn't want to drill holes into the panniers, so got the plasma out and some 2mm thick chequer plate.

Made 2 er er 'trays' I suppose that's what you could call them. They bolt onto the frame under the pillion seat.
I have also placed a strip of 50mm wide mastic tape between the pannier and underside of the tray. To stop vibration.

The luggage will be held in place with a bungee net that can clip onto the plastic hooks bolted to the chequer plate.

Access to the panniers is still possible with the extra luggage in place. ;)

Have you placed washers beneath those fasteners? If not they will soon chew their way through aluminium.
I'm sure you have but they just don't show up on screen.

It may well be functional but it is certainly not elegant... A couple of the straps used by BMW to crate bikes is what I did
